Canada has imposed a new 25% surtax on certain imported wood cabinets, vanities, and their subassemblies, effective July 31, 2026.
The surtax applies under the Certain Wood Cabinet and Vanity Goods Surtax Order and is calculated on the value for duty as determined under Canada’s Customs Act. The measure is part of a provisional safeguard investigation into whether increased imports are harming Canadian manufacturers.
Which products are affected?
The surtax applies to certain imported wood cabinets, vanities, and their subassemblies. However, some goods are excluded, including qualifying products originating from the United States, Mexico, Israel, Chile, and certain developing countries.
What importers should know
Importers of affected goods must properly report the surtax when submitting their Commercial Accounting Declaration (CAD) through CARM. The provisional safeguard measure may remain in effect for up to 200 days while the Canadian International Trade Tribunal (CITT) completes its investigation.
