
When transportation policy changes, supply chains feel the impact. That’s why Mohawk Global’s Gerry McDevitt, Senior Vice President of Domestic Services, and Wayne Wolfe, Director of Domestic Services, traveled to Capitol Hill this September as part of the Transportation Intermediaries Association’s (TIA) 2026 Policy Forum. Alongside more than 130 transportation and logistics professionals, the group met with lawmakers and congressional staff to discuss some of the most pressing challenges affecting freight brokers, carriers, and shippers today.
“The Policy Forum was a productive opportunity to meet directly with policymakers about the issues affecting our industry,” said Gerry McDevitt, Senior Vice President, Domestic Services.
McDevitt and Wolfe began the day with FMCSA’s Chief Counsel, followed by four Senate meetings and two House meetings. “The level of engagement was encouraging, and it was clear these issues are resonating on Capitol Hill. TIA did an excellent job preparing participants, and the event continues to become more impactful each year.” said McDevitt.

Creating Greater Clarity Around Carrier Selection

Finding safe, reliable transportation providers is one of the most important responsibilities of freight brokers. Yet current federal regulations leave significant gaps in how motor carrier safety is evaluated.
Today, the vast majority of motor carriers operate without a federal safety rating, creating uncertainty around what constitutes reasonable care during carrier selection. Without a clear national benchmark, brokers are often expected to navigate inconsistent standards while still managing risk for their customers.
Throughout the Policy Forum, transportation professionals urged policymakers to support the development of a federal carrier selection standard and identify high-risk carriers through more transparent regulatory guidance. Industry leaders also discussed legislative proposals such as the Motor Carrier Safety Selection Standard Act, which would establish clearer expectations for carrier vetting.
For shippers, greater consistency in carrier safety standards could improve transparency throughout the transportation network while helping all stakeholders make better-informed decisions.
Addressing the Growing Threat of Cargo Theft
Cargo theft has evolved into a sophisticated and increasingly costly challenge for supply chains across North America.
What was once largely opportunistic theft has become highly organized criminal activity, often involving coordinated networks that target freight movements and exploit vulnerabilities in the transportation ecosystem. The impact extends beyond financial loss, creating disruptions that affect inventory availability, customer service, and supply chain performance.
At the Policy Forum, TIA members advocated for passage of the Combatting Organized Retail Crime Act (CORCA), legislation intended to strengthen federal coordination and law enforcement efforts against organized theft operations.
As transportation providers continue investing in technology, monitoring, and carrier vetting practices, effective legislative support remains an important component of reducing risk across the industry.
