
CBP has announced an update to its Consolidated Administration and Processing of Entries (CAPE) system that expands eligibility for certain reconciliation-flagged entries seeking refunds of previously collected IEEPA duties.
Effective June 29, 2026, importers may submit CAPE declarations for eligible entry types 01, 02, and 06 that have been flagged for reconciliation but do not yet have a reconciliation entry (Type 09) filed.
Previously, these entries were excluded from the CAPE process. Under the update, CBP will remove applicable IEEPA duties from qualifying entries before a reconciliation entry is filed, allowing importers to continue pursuing available refunds.
The enhancement only applies to reconciliation-flagged entries that have not yet been reconciled. Entries with an existing Type 09 reconciliation filing remain ineligible and will be addressed in a future CAPE release.
Importers with reconciliation-flagged entries should review their records to determine whether they qualify for the expanded CAPE process. Those approaching reconciliation deadlines should continue to monitor required filing timelines while evaluating refund opportunities.
This update gives importers with certain reconciliation-flagged entries another path to pursue IEEPA duty refunds through CAPE. If your entries were previously excluded because they were marked for reconciliation, it may be worth revisiting your eligibility and refund strategy.
