US Customs and Border Protection (CBP) has released operational guidance implementing the President’s earlier Section 232 Proclamation on copper imports. CSMS #69252300, issued July 15, 2026, explains how and when importers must begin reporting the countries where covered copper articles were smelted and cast.
The new reporting requirements support CBP’s administration of the Section 232 copper measures by identifying where key production processes occurred, similar to existing reporting requirements for aluminum imports.
New Filing Requirements Begin July 30
Starting July 30, importers of certain copper articles from all countries of origin (other than the US) must report on the entry summary line:
- The primary country of smelt
- The country of cast
Importers may also report a secondary country of smelt, where applicable.
The requirement applies to entries under the following HTSUS classifications:
- 8544.42.10
- 8544.42.20
- 8544.42.90
- 8544.49.10
If the primary country of smelt, secondary country of smelt, and/or country of cast cannot be determined, importers may report “OTH” (other) in lieu of a specific country code.
Importers should work with suppliers now to confirm this information is available before the production rollout, as incomplete data could result in the delay in the release of your cargo. Please begin providing Mohawk the smelt and cast information alongside your import documentation.

The ACE CATAIR Entry Summary Error Dictionary V51 has been updated with five new copper-specific reject codes covering missing or unrecognized smelt and cast country data.
Importers should review affected products and coordinate with suppliers and customs partners ahead of the July 30 implementation date to ensure the required data is available at the time of entry.
