As promised, the Office of the U.S. Trade Representative (USTR) has officially announced the increase of Section 301 list 3 tariffs from 10 percent to 25 percent, effective on May 10, 2019.
The specific language used by the USTR states,
“Effective with respect to goods (i) entered for consumption, or withdrawn fromwarehouse for consumption, on or after 12:01 a.m. eastern daylight time on May 10,2019, and (ii) exported to the United States on or after May 10, 2019.”
This means that the goods must have an entry date of May 10 or later AND an export date of May 10 or later. While this will have little impact on air freight, it does mean that most ocean freight will not be impacted for another three to four weeks.
