The West Coast MTO Agreement (WCMTOA) has announced that in conjunction with direction from the Ports of Los Angeles & Long Beach and the Biden-Harris Administration, they will be temporarily increasing the Traffic Mitigation Fee (TMF) better known as PierPass.
The move comes to provide financial incentives to move containers during off-peak hours. The change is short term, in effect as of December 1, 2021 and expiring on January 31, 2022.
The changes are as follows:
- Loaded containers moving through the terminals during the off-peak hours between 6:00 PM and 6:59 AM Monday through Friday, or all-day Saturday/Sunday/Holidays will now be exempt from the TMF.
- All containers moving through the terminals during the “peak” hours between 7:00 AM to 5:59 PM on weekdays will now be subject to an elevated TMF of $78.23 per TEU (20’ CNTR) or $156.46 for all other container sizes.
Up until December 1, 2021 and after expiration of the short-term measure, TMF will revert back to the current levels of $34.21 per TEU or $68.42 for all other container sizes charged on all terminal moves regardless of the timeframe of pickup.
