The Census Bureau is seeking public comments on their consideration to remove the Electronic Export Information (EII) filing requirements for shipments between the U.S., Puerto Rico, and the U.S. Virgin Islands. The Census Bureau has previously received requests to remove the EEI filing requirement because the filing process treats Puerto Rico as a foreign country when it is a U.S. territory and part of the U.S. Customs area.
This will benefit shippers by removing an additional step in the shipping process by eliminating the mandatory EEI filing requirement for shipments between the U.S. and Puerto Rico and the U.S. Virgin Islands.
The Census Bureau’s Economic Management Division has announced the publication of an Advanced Notice of Proposed Rulemaking (ANPRM), which is seeking public comments that assess the potential impacts of this regulatory change. In addition to this, comments should evaluate the impact this change might possibly have on the accessibility and quality of statistical data.
Written comments must be received on or before November 16, 2020. Comments may be submitted by any of the following methods:
- Federal eRulemaking Portal: http://www.regulations.gov. The identification number for this rulemaking is identified by RIN number 0607-AA58; or
- By email directly to gtmd.ftrnotices@census.gov. Include RIN number 0607-AA58 in the subject line.
