- AES filers must report License Code C70 and ensure compliance with EAR regulations.

BIS has requested comments by November 5 on the newly restricted technologies and the possibility of a different licensing policy or procedures for quantum deemed exports and reexports. Compliance for exporting quantum items to certain destinations is not required until November 5 to allow the submission of license applications and updates to compliance procedures.
