President Trump has announced a postponement of the 25 percent tariffs on certain goods from Mexico and Canada that were set to go into effect March 4, 2025. The pause applies to goods from Mexico and Canada that comply with the United States-Mexico-Canada Agreement (USMCA), the trade deal negotiated during Trump’s first term.

Amendments have been published by the White House that exclude Canadian and Mexican goods qualifying under USMCA from 25 percent tariffs under the International Economic Emergency Powers Act (IEEPA). These exclusions are effective for goods entered for consumption beginning March 7, 2025. Potash, regardless of USCMA applicability, will be subject to 10 percent IEEPA tariffs effective March 7, 2025.  At this time, there is no mention of retroactive exclusions.
