On August 15, the trade community was alerted to a significant development: more than 750 additional HTS codes have been added to the Section 232 steel and aluminum derivative list under Presidential Proclamations 10895 and 10896. These updates became effective, August 18, 2025, meaning imports of these products are now subject to higher tariffs.

  • All countries (except the UK): Subject to a 50% tariff on the steel or aluminum content of the covered products.
  • United Kingdom: Subject to a reduced rate of 25%.
  • Russia: Products containing any Russian-sourced aluminum remain subject to a steep 200% duty.

The full list of impacted HTS codes has been published by CBP through its Cargo Systems Messaging Service (CSMS)—10895 and 10896. Importers should also pay close attention to the new Chapter 99 (CH99) numbers, which must be used when filing entries to properly declare Section 232 duties.

CBP guidance makes clear that duties are assessed on the value of the steel or aluminum content within the product, not on the total transaction value.
