UPDATE: The USTR has released new lists for List 4A and 4B. Importers should refer to the new notice from the Federal Register regarding which HTS codes are affected, and not the previous lists. Annex A is the HTS list for list 4A and Annex B contains the informal descriptions of what is in list 4A. Annex C is the HTS list for list 4B and Annex D contains the informal descriptions of what is in list 4B.

On August 1, 2019 President Trump announced that there will be an additional 10% tariff  (now 15%) placed on the remaining goods from China that are not currently covered under Section 301, effective September 1. Some goods have been removed from the list based on health, safety, national security, and other factors.

Certain Items Delayed Until Dec 15

The Office of the U.S. Trade Representative (USTR) has officially announced the next steps for those tariffs. In these next steps, the USTR has revealed that—for certain products—the 10% tariff (now 15%) will be delayed until December 15. Some of these products include cell phones, laptop computers, video game consoles, certain toys, computer monitors, and certain items of footwear and clothing.
