On March 11, 2026, the Government of Canada published two regulatory updates in the Canada Gazette, Part II that impact the administration of certain surtax measures and related remission provisions:
Together, these publications introduce technical amendments to existing surtax frameworks and provide updates to remission provisions for certain goods.
Amendment to the China Surtax Order (2024)
The amendment to the China Surtax Order maintains existing surtax measures on specified goods while making technical adjustments to the order’s application. These updates are intended to ensure the surtax framework remains aligned with current tariff classifications and administrative practices.
While the core surtax measures remain unchanged, the amendment clarifies how certain provisions are applied and administered within Canada’s customs framework.
Steel Derivative Goods Surtax Remission Order
The Steel Derivative Goods Surtax Remission Order establishes conditions under which importers may obtain remission of surtaxes on certain steel derivative products.
The order outlines:
- Specific goods that may qualify for surtax relief
- Eligibility requirements for remission
- Conditions and timelines for submitting remission requests
Remission orders are typically used to provide relief where surtaxes may create supply chain challenges or where equivalent goods are not readily available from alternative sources.
