CBP has introduced new ACE reporting tools to help importers track and manage Consolidated Administration and Processing of Entries (CAPE) declarations and International Emergency Economic Powers Act (IEEPA) duty refunds.

On April 20, CBP launched the CAPE tool in the ACE Portal to streamline refund requests for duties under IEEPA. Once CBP approves a claim, refunds are issued by the US Treasury via ACH, with payments expected to begin as early as May 12.

Key reports include:

  • CAPE Entry Summary Report (ES-022): Tracks declarations, entries, and refund amounts (principal and interest).
  • Trade Refund Report (REV-603): Shows refund status updates such as “Sent to Treasury,” “Treasury Issued,” “Funds Diverted,” and “Check/ACH Returned.”
  • ACH Rejected Refunds Report (REV-613): Identifies refunds rejected due to incomplete ACH setup.
  • CAPE Details Refunds Report (REV-615): Provides detailed entry-level data for refunds sent to Treasury.

CBP also recommends scheduling recurring ACE reports to save time and using specific data fields to identify notify parties.
