
President Trump has announced that the 25 percent tariff on Canadian and Mexican-origin goods will take effect on March 4. Additionally, he stated that the existing 10 percent tariff on Chinese imports under the International Economic Emergency Powers Act (IEEPA)—which began on February 4, 2025— will increase to 20 percent, effective March 4, 2025.
Here is a breakdown of the new tariff structure:
Canada—Federal Register Notice
- 10 percent on energy and energy products
- 25 percent on all other goods
Mexico—Federal Register Notice
- 25 percent on all goods
China—White House Notice
- 20 percent on all goods
- The additional 10 percent tariff is not retroactive
- For products of China and Hong Kong entered or withdrawn from warehouse for consumption on or after 12:01 am February 4 through March 3 the additional duty will be 10 percent.
- For products entered or withdrawn from warehouse for consumption on or after 12:01 a.m. eastern time on March 4, the additional duty will be 20 percent.
These new tariffs apply on top of any existing duties, including applicable section 232 duties. For instance, a Chinese-origin product already subject to a 25 percent or 7.5 percent Section 301 tariff will now face a total tariff of 45 percent or 27.5 percent, in addition to the standard most-favored-nation tariff and any applicable antidumping or countervailing duties.
